Thanks to this wall the entire area outside City Hall became a First Amendment plaza unique among the cities of the United States.
This Free Expression Monument is located on Charlottesville's downtown mall, in front of the City Hall and nearby the Pavilion, hosting lots of musical events. This Community Chalkboard wall was built in the North Downtown Charlottesville as a monument to The First Amendment of the Constitution of the United States.
It's an interactive space, open for public use day and night, where everyone may express their views, in chalk, on any subject they choose.

Subjects vary from significant political themes and events such as a celebration of World Habitat Day in 2011, to more simple expressions of love, peace and friendship locals and tourists want to share: ideas both political and whimsical, responses to ideas already on the wall, messages to members of city government, temporary works of art. Writings and drawings are as simple or as complicated and artful as our life is, and they change almost as often as our life does. What is written on the monument�s chalkboard is constantly changing. The only permanently inscribed texts on one segment of the wall are the of the First Amendment of the United States Constitution, on the immediate opposite side is the quote by the late U.S. Supreme Court Justice Thurgood Marshall and, on the face of the podium,- the quote by poet John Milton.
